Rules

Chapter 1

§ 1
Basic definitions:

Web portal / website – the website available at www.watchdogportal.pl.

User – each natural person and/or representative of an NGO who uses resources of the web portal www.watchdogportal.pl, especially a person who publishes content on the website.

Registered User – each natural person, legal person and/or representative of an NGO of the “watchdog” type having a User Account / Profile on the website www.watchdogportal.pl. Such person registers an account using the registration form which can be found on the website.

Anonymous User – each natural person and/or representative of an NGO who uses resources of the website www.watchdogportal.pl or who publishes content on the website using the option of anonymous sending of content without registration.

User Account / User Profile – an individual web address in the domain www.watchdogportal.pl, available only to Registered Users, containing basic information about the User given during registration.

Registration – a voluntary process whose aim is to create User’s Account.

Registration Form – a form used in the registration process. It can contain data from social networking mechanisms.

Contact Form – a form used for communication with the website editorial team.

Content – all data introduced into the website database, including: articles, comments, entries in the Watchdog Initiatives Database.

Website editorial team – people dealing with website administration and content moderation.

Chapter 2
Terms and conditions of using the website www.watchdogportal.pl

§ 1
The owner and administrator of the website www.watchdogportal.pl (formerly: www.watchdog.org.pl) is the Citizens Network Watchdog Poland Association, address: Ursynowska 22/2, 02-605 Warszawa, entered in the register of associations, other community-based and professional organizations, foundations and public healthcare institutions of the National Court Register by the District Court for the Capital City of Warsaw in Warsaw, the 12th Commercial Division of the National Court Register, KRS No. 0000181348, NIP (Tax Identification No.): 526 284 28 72, REGON (National Business Register No.): 015690020.

§ 2
Website www.watchdogportal.pl provides information on activities of associations, foundations and other entities of the “watchdog” type whose activities are connected with the non-government sector and citizens’ initiatives.

§ 3
All elements of the website www.watchdogportal.pl, including the layout and content, are available under the licence of Creative Commons Attribution 3.0 Poland (CC BY-SA 3.0), unless otherwise stated.

§ 4
The content presented on the website www.watchdogportal.pl can be used with certain limitations. Each User who intends to use the website www.watchdogportal.pl must comply with the following rules:
1. User has the right to use information published on the website www.watchdogportal.pl.
2. Information presented on the website www.watchdogportal.pl can be made publicly available under the licence Creative Commons Attribution 3.0 Poland.
3. Availability of contact details of organizations and institutions on the website www.watchdogportal.pl is not tantamount to their consent to receive unsolicited mail. Data published on the website www.watchdogportal.pl cannot be used for sending commercial offers by bulk mail or e-mail.
4. Acts purposefully aimed at slowing down the website www.watchdogportal.pl are prohibited.

§ 5
Acts infringing the abovementioned terms and conditions of using the website www.watchdogportal.pl can result in blocking User’s access to the website and in legal consequences.

§ 6
The Citizens Network Watchdog Poland Association cannot be held responsible for acts of the entities presented on the website www.watchdogportal.pl

§ 7
Other provisions:
1. Using the website entails full acceptance of these terms and conditions.
2. Using the website is free of charge.
3. The website uses cookie files. Their setting can be customised in browser’s options.

Chapter 3
Publishing content on the website www.watchdogportal.pl

§ 1
Who can publish content on the website www.watchdogportal.pl?
Every non-governmental organization, informal group, individual person or institution can add content to the website www.watchdogportal.pl. The content is published free of charge.

§ 2
What content is published on the website www.watchdogportal.pl?
1. The basic condition of publishing information is its relevance to watchdog activities of NGOs, citizens’ initiatives, institutions, people and informal groups.
2. Types of the published content include:
• News – information about current watchdog activities;
• Invitations to training courses/workshops, conferences/seminars and other events;
• Information about implemented projects, actions, campaigns;
• Information about competitions (including grant competitions) for watchdog organizations/initiatives;
• Information about financing watchdog activities;
• Articles, essays, reviews, presentations of organizations and people involved in watchdog activities;
• Reports from events;
• Interviews;
• Information on changes in law;
• Reviews of press articles devoted to human rights and watchdog activities.

§ 3
Archiving of content published on the website www.watchdogportal.pl
Content added to the website constitutes the archive of watchdogs’ activity in Poland, this is why we do not delete it, including invitations to past events. Such content remains on the website and is labelled as “Archive information”.
Only information added many times is deleted.

§ 4
What information CANNOT be published on the website www.watchdogportal.pl?
On the website www.watchdogportal.pl we do not publish:
• Information not relevant to actions of watchdog organizations/initiatives, human rights and citizens’ control;
• Information inciting to hatred (racist, fascist, sexist, etc.)
• Political information aimed at promoting a given political option;
• Commercial information;
• Information infringing the Act on Personal Data Protection;
• Information copied from websites of newspapers, web portals etc. if the publishing person does not have the authorship rights (except for public information);
• Information which infringes personal interests, is insulting or vulgar;
• Outdated information.
Information non-compliant with the Terms and Conditions will be deleted from the website by the editorial team.
THE EDITORIAL TEAM OF THE WEBSITE WWW.WATCHDOGPORTAL.PL RESERVES THE RIGHT NOT TO PUBLISH THE INFORMATION RECEIVED, WITHOUT GIVING REASONS.

§ 5
How soon will my content be published on the website www.watchdogportal.pl?
All content sent to the website is moderated and edited by the editorial team of the website www.watchdogportal.pl within 3-5 working days from the date of receiving. The editorial team reserves the right to abridge, edit or not to publish texts which were sent anonymously. Voluntary sending of a text for publication is tantamount to transfer of authorship rights onto the editorial team of the website, which means that it has the right to publish the text on the website www.watchdogportal.pl under the licence of Creative Commons Attribution 3.0.

Chapter 4
User of the website www.watchdogportal.pl

§ 1
User types – definitions:

User – each natural person and/or representative of an NGO who uses resources of the website www.watchdog.org.pl, especially a person who publishes content on the website.

Anonymous User – each natural person and/or representative of an NGO who uses resources of the website www.watchdogportal.pl or who publishes content on the website using the option of anonymous sending of content without registration.

Registered User – each natural person, and/or representative of an NGO of the “watchdog” type having a User account on the website www.watchdogportal.pl. Such person registers an account using the registration form that can be found on the website.

§ 2
User’s rights and obligations – publishing content on the website

1. Each natural person and/or representative of an NGO of the “watchdog” type and/or an informal group conducting watchdog activities can register own account on the website www.watchdogportal.pl and can publish information connected with their watchdog activities. All content published by Registered Users on the website www.watchdogportal.pl is available under the licence Creative Commons Attribution 3.0 Poland.

2. An account of an organization/natural person/informal group on the website www.watchdogportal.pl is registered through the Registration Form and is free of charge. However, it is evaluated by the editorial team of the website who is entitled to request correction of data or, in justified cases, to irreversibly delete an account or information entered by the User.

It is possible to delete an account of an organization/person/group who does not comply with provisions of § 4 Chapter 3 of the Terms and Conditions, in particular:
– Acts to the detriment of the website by publishing information prepared sloppily and unintelligibly.
– Publishes spam information.
– Publishes information incompatible with the character of the website.
– Publishes information which is insulting, unethical, racist or offending a group of people. In particular, all information and profiles inciting to hatred will be deleted.
– Publishes information infringing generally accepted principles of community life.
– Publishes information connected with political parties.
– Publishes information considered by the editorial team to be inappropriate. The editorial team reserves the right to delete any information without giving reasons. All information entered reflects views of the person who has published it. The editorial team does not bear responsibility for the content entered.

3. Anonymous Users can also add content to the website www.watchdogportal.pl. Content should be sent through the special Contact Form available on the website. All content thus sent is moderated and edited by the editorial team of www.watchdogportal.pl within 3-5 working days from the date of receiving. The editorial team reserves the right to abridge, edit or not to publish texts which were sent anonymously. Voluntary sending of a text for publication is tantamount to transfer of authorship rights onto the editorial team of the website and consent to publication of the text on the website of www.watchdogportal.pl under the licence of Creative Commons Attribution 3.0. Poland.
